Europe in the off-season holds a special appeal. November, in particular, can be an excellent month for a city break. City parks often retain the beautiful colors of autumn, and the crisp, clear days are perfect for exploring urban landscapes, hiking trails, or cycling routes. But what happens when it rains?
Certain major European cities are captivating regardless of the weather. Consider the likelihood of rain and cooler temperatures against the advantages of quieter streets and no queues at attractions. London, my home city, immediately comes to mind, along with Florence, Italy, if you desire world-class culture without the summer throngs.
However, in my experience, smaller cities or those primarily featuring outdoor attractions are generally more enjoyable in the warmer, drier months.
Ensure there are ample indoor activities available in case of rain. If you enjoy outdoor pursuits, are you prepared to handle colder temperatures and potential rain showers? Or would you prefer a southern European city with a higher probability of sunny days?
Conversely, there can be enticing trade-offs. A luxury hotel at an off-season price, complete with restaurants, a spa, and a heated pool, can wonderfully compensate for a rainy weekend! Similarly, a packed itinerary of galleries, wine tastings, culinary tours, or shopping excursions can be equally rewarding.

Generally, northern Europe in November anticipates temperatures that can dip to freezing point and shorter days, while western and eastern regions are likely to experience grey skies and temperatures hovering in the single digits Celsius. Southern Europe offers the best prospects for milder days and sunshine, although even there, weather can be unpredictable.

Its stunning beaches are less crowded than during peak season, and while the sea might be brisk for swimming, the island offers numerous other sporting opportunities. Wander through the streets for uncrowded sightseeing, admire the panoramic views from Fisherman’s Bastion, and cross the Chain Bridge from Buda to Pest. Then, embrace the cool (but not freezing) temperatures with a dip in the warm, steamy outdoor thermal baths!
After building an appetite, savor traditional Magyar dishes, rich and spicy, perfectly suited to November’s cooler weather. Later, immerse yourself in the quirky, fairy-lit atmosphere of the ruin bars.

This walkable city, with its efficient public transport system, is perfectly suited for a cold-weather visit.

Food lovers will appreciate the rich, warming Austrian ragouts and strudels, as well as roasted chestnuts sold from street-side braziers. The Beaujolais wine region isn’t a city per se, but this November event is so significant that it deserves inclusion in this list of best places to travel in November in Europe. Moreover, nearby Lyon is often considered the culinary capital of France. All the more reason to plan a November visit.
The third Thursday of November at midnight marks the release of the young Beaujolais Nouveau wine. This event is celebrated with parties, fireworks, and parades in Beaujeu, the region’s capital, and in cities worldwide. While ‘Nouveau’ day briefly lost popularity a few years ago, this wine region now fully merits exploration.
Taste the region’s other exceptional wines, such as Moulin-à-Vent, Fleurie, and Brouilly. Visit the medieval village of Oingt, offering stunning views and restaurants, along with numerous artisan workshops and galleries. You might be wondering about other wonderful cities, also warm places in November in Europe, that I’ve omitted. Here are three favorites, with the caveat that weather can be unpredictable. You might be lucky – or you might not!
Rome, Italy
It’s one of my most beloved cities globally for its iconic sights, pizza, and gelato. However, Rome’s average rainfall in November is significant, around 130 mm over 15 days, making it possibly its wettest month. Temperatures remain mild, but many of Rome’s main attractions—the Colosseum, Roman Forum, Trevi Fountain—are outdoors, and they are best enjoyed on a dry day.
Barcelona, Spain
Beautiful Barcelona has less average rainfall than Rome in November. Statistics suggest it receives less rain in November than in September or October, averaging 43 mm over 5 days. However, many of Barcelona’s highlights are its stunning and fun Gaudi buildings, and truly appreciating them requires being outdoors. Plus, Barcelona is a seaside city; if you have the choice, spring or summer is ideal for also enjoying the beaches.
Lisbon, Portugal
Lisbon is another stunning southern European city, but November is actually its wettest month. Its average rainfall in November is around 120 mm over 14 days. This might dampen your plans to explore Lisbon’s charming cobblestone streets or the beautiful beaches along the Lisbon coastline. Conversely, you might get lucky with the weather – or you could save Lisbon for a drier time of year.
