The Department of Homeland Security (DHS) is working to improve the REAL ID process for states and residents. They issued a request for information (RFI) on November 7, 2019, seeking technologies to help states and residents with digital submission, receipt, and authentication of documents for REAL ID compliant driver’s licenses or identification cards. After reviewing 69 comments, DHS identified an option for immediate implementation by states, territories, and the District of Columbia.
On February 19, 2020, DHS authorized states to accept electronically submitted copies of source documents with specific restrictions. This allows for the pre-submission of identity and lawful status documents through a secure electronic process before an in-person visit to the Department of Motor Vehicles (DMV). During the DMV visit, the applicant must still physically present those same documents for authentication and verification.

Streamlining the Application Process
States requested this capability during the RFI process, as electronic pre-submission streamlines the application process by ensuring applicants have the correct information and allowing states to electronically retain that information before the in-person visit. Retaining the information in advance saves time by eliminating the physical scanning and retention of source documents. States have indicated that this can reduce applicant wait times and improve customer satisfaction. DHS recommends that states consider implementing this option.
The Importance of REAL ID
The REAL ID Act established minimum security standards for state-issued driver’s licenses and identification cards and prohibits federal agencies from accepting for certain purposes driver’s licenses and identification cards from states not meeting these standards. These purposes include accessing federal facilities, boarding federally regulated commercial aircraft, and entering nuclear power plants.

REAL ID Enforcement Date
While the electronic submission process aims to improve efficiency, the ultimate goal remains ensuring secure identification for travel and other federal purposes. It’s important to stay informed about the REAL ID enforcement date, as you will need a REAL ID compliant driver’s license or another acceptable form of identification to board domestic flights and access federal facilities. Check with your state’s DMV for specific requirements and to ensure you are prepared.
DHS is evaluating other proposals for action and working with the Office of Management and Budget and Congress, as necessary, to further improve the REAL ID process.
